What makes downloading movies legal vs. illegal?

i know someone who downloads movies through this site called utorrent or something like that and gives them to all his friends and what not. I told him that i thought is was illegal and he said it was illegal only if you sell them. I’ve also seen that it depends where you download them from. Now i’m confused can anyone help?

I pay like $215 per year for download unlimited music and movies, so – is it legal or illegal downloading?

i can’t find the movies “the cement garden” and “the war zone” in stores anywhere. i would assume that’s because they are uk/90’s films.
