Well, the site isn’t what would decide whether or not it’s legal (unless, of course, it’s the official site). As far as I know, it’s always illegal except when you own the actual thing. When you’re downloading game music, for eg, you have to own the game’s OST. When it comes to cutscenes, I assume you have to own the game itself.
