You didn’t mention how old he was however I care for a boy who is now 4 who has Autism. I began watching him at age 2, this past Christmas I bout him a VTech Tote N Go laptop for preschoolers. He began playing with it and sounding out the words that they were saying.

I as well began letting him play with a child safe browser on line that is completely safe for children and designed for Autistic children how have delayed speech or communication issues. Since then he now in less then 12 months knows his ABC’s can count to 100, speaks in full sentences, knows his colors, and sings saying most of the words as he does.

I highly recommend both to any parent with young children rather they have communication problems or not.

As to clipping the underside of the tongue, that could create issues later in life. I’ve heard a couple good things about it however a number of bad issues as well. I would suggest the above first.

Log on as an Administrator.

First delete/un-install all programs/applications/games you no longer use (especially those you have disks for).

Burn/copy to CD/DVD/flash drive any and all music/pictures/movie files, verify they copied successfully and delete the originals.
