Most any download managers support this function, but the problem is that free download sites don’t usually offer this option for free downloads, only paid downloads. You can do this with any torrent client that I knew of, but torrents are the least safe / privacy-friendly way to download files now unless you just don’t care about being spied on and I haven’t downloaded a torrent in years.

If you’re looking for free downloads, I liked this:

It supports a bunch of download sites, but it may not give you the pause / resume functionality unless the site you’re downloading from supports it for free downloads.

If you’re not opposed to paid download options, I use this site:

http://zevera.info

With their Jet Downloader (The download manager for that service), you can pause/resume downloads from a bunch of download sites.

There are other free download managers, but I’ve found them too annoying in that they take over all your download activity, the download manager I linked to above (Free rapid downloader) doesn’t. If free downloads weren’t so limited anymore, that software would be the best in my opinion for free downloads.
